What it costs

A gas safety certificate is properly called a Landlord Gas Safety Record, and the industry still calls it a CP12 after the old CORGI form number. If you let a property with a gas appliance in it, you are required by law to have every appliance and flue checked every twelve months by a Gas Safe registered engineer. What changes the price

Number of appliances

The check is done appliance by appliance, not property by property. A one-bed flat with a combi and nothing else takes half an hour. A 1930s Petts Wood semi with a boiler, a hob, a gas fire in the front room and a garage heater is four separate tests and most of a morning.

Appliance accessibility

We need to get at the appliance, the flue and the isolation valve. Boilers boxed into fitted kitchen units, gas fires bricked into a sealed surround or meters behind a tenant’s wardrobe all add time, and a fully inaccessible appliance cannot be certified at all.

Flue inspection hatches

A flue running through a ceiling void with no inspection hatches cannot be sighted, so the appliance has to be recorded At Risk. Fitting hatches is a separate job, around £120 for a pair of standard 300mm hatches in plasterboard.

LPG rather than mains gas

Bulk tank and cylinder installations at Downe, Cudham, Luxted and the Biggin Hill fringe need regulator checks, changeover valve testing and confirmed tank separation distances. Different scope and a different qualification, so a different price.

What happens if your property fails the gas safety check

Every competing page in Bromley is written as though the inspection always passes. It often does not. When an engineer finds a defect it is classified under the Gas Industry Unsafe Situations Procedure into one of three categories, and what happens to your property, your tenant and your certificate depends entirely on which one it is. Knowing the three codes before an engineer says them to you on the doorstep is worth more than any amount of reassurance.

AR At Risk A defect that could become dangerous — inadequate ventilation, a flue that cannot be visually inspected because there are no hatches, a missing flame supervision device. With your permission the appliance is turned off and labelled until it is corrected. It is not capped, so it can be recommissioned as soon as the fault is put right.
NCS Not to Current Standards Safe to use but not up to today’s regulations, usually because it was legal when fitted and the standard has since moved. The appliance stays on and it is recorded as advisory. You are not obliged to act, but it tells you what is coming.

Does a failure mean no certificate?

No. A record is issued either way — it documents what was found, it is not a pass or fail badge. An ID or AR classification appears on it along with the remedial action needed. What you cannot do is let the property with a known ID or AR appliance still in service, and a record showing an unresolved dangerous appliance is not evidence of compliance.

Who pays for the repair

Under the Gas Safety (Installation and Use) Regulations 1998 the landlord is responsible for the pipework, the flues and any appliance they supplied. A tenant’s own cooker is the tenant’s appliance, but the connection to it and the flue serving the room are still yours.

How fast can it be put right

Most AR faults are same-visit fixes — a ventilation grille, a flexible hose, a seal. We carry common parts for Worcester Bosch, Vaillant, Ideal, Baxi and Glow-worm, so a capped boiler in Beckenham on a Tuesday morning is usually running again before the tenant gets home. Where a part has to come in, we aim to be back within 48 hours. The appliance is then retested and the record reissued with the fault cleared, at no charge where we did the repair.

The Warning Notice and your signature

When an appliance is classified ID or AR we ask you or the tenant to sign the Warning Notice. That signature is not an admission of anything — it records that the unsafe situation was explained and that permission was given to disconnect. If nobody will sign we still label the appliance and record the refusal, and an Immediately Dangerous situation is reported onward regardless. Keep your copy: it proves you acted the moment you were told, which matters if anyone later argues about when you knew.

Why Bromley properties fail, and what to do about it

The borough splits cleanly in two. North and west — BR1, BR2, BR3, SE20 and SE26 — is dense rented stock, Victorian and Edwardian houses carved into flats, where landlord certificates and portfolio compliance dominate. South and east — BR5, BR6 and BR7 — is owner-occupied interwar semis where the question is usually about selling rather than letting. Each produces its own characteristic failure, and none of it appears on a national cost guide.

Flues in ceiling voids

The single most common avoidable failure in the borough. When a Beckenham or Penge house was split into flats, the boiler flue was often run horizontally through the ceiling void to an outside wall and then plastered over. Since 2011 an engineer has to be able to see the flue joints along their whole length. No hatches means no sighting, and no sighting means the appliance is recorded At Risk even though the boiler itself is faultless. Two 300mm hatches in the right positions solve it permanently for around £120, and we can fit them at the same visit.

Conservation area flue restrictions

Chislehurst, Keston, Farnborough, Chelsfield and five separate designations in Petts Wood sit in conservation areas, and parts of Bickley and Sundridge Park have listed buildings. Where a flue is condemned and has to be relocated, or a terminal moved off a street-facing elevation, that can pull you into planning or listed building consent — turning a one-hour inspection into a job measured in months. We say so at the inspection rather than after, and keep the terminal off the visible frontage wherever the manufacturer’s clearances allow.

Back boilers in the Crays and Ramsden

St Mary Cray, St Paul’s Cray and the Ramsden estate still hold a fair number of behind-the-fire back boilers. They pass a safety check perfectly well, but they need the fire front removed to inspect and spillage testing at the throat, and they are the appliances most likely to produce an ID classification on a cracked or corroded case. If a property you have just bought to let has one, budget for a replacement rather than a repair.

Communal flues in town-centre flats

Purpose-built blocks around Bromley town centre and Beckenham Road use shared or SE-duct flue systems. The appliance is your responsibility; the shared flue is the freeholder’s. We test what serves your flat and say plainly when a defect sits on the communal side, so you can put it to the managing agent with something in writing behind it.

Off-grid LPG on the southern fringe

Downe, Cudham, Luxted, Single Street and parts of Keston and the Biggin Hill outskirts are not on mains gas. They run on bulk LPG tanks or cylinders, and that changes the inspection — regulator and changeover checks, tank separation distances from boundaries and openings, and different engineer qualifications. 15mm gas supply in older stock

Plenty of pre-war Bromley property still runs 15mm pipe from the meter to the boiler. That is not automatically a defect, but where a modern high-output combi has been fitted onto it the gas rate comes in low and the working pressure drops below the manufacturer’s minimum. We measure standing and working pressure rather than assuming, and an undersized supply goes on the record with the remedial action stated.

Gas safety certificates questions

How much does a gas safety certificate cost in Bromley?

Ours is £75 for up to three appliances at one address, which covers the great majority of Bromley flats and terraces, and £12 for each appliance beyond the third. Combined with a full boiler service it is £140, and portfolio landlords with five or more properties pay from £62. The national range quoted by cost guides is £60 to £90 with a London premium on top, so £75 sits at the middle of that rather than at the discount end where the number tends to grow once someone is on the doorstep.

What does the engineer actually check?

Four things per appliance, plus one for the property. The property test is a tightness test on the whole installation from the meter, using a manometer, to prove there is no leak. Then for each appliance: that it is burning correctly, meaning operating pressure and gas rate against the data plate; that the products of combustion are leaving through the flue, meaning a flue flow test and a spillage test with a smoke match; that there is enough permanent ventilation for the appliance input rating; and that the safety devices, flame supervision included, shut the gas off when they should.

What happens if the tenant will not let us in?

This is the most common reason a certificate lapses, and it is survivable provided you build the evidence trail. The Health and Safety Executive expects you to take all reasonable steps and to be able to prove it: written notice of the appointment, at least three attempts on different days and at different times, one of them by recorded delivery, and a dated engineer’s report for each attended visit showing nobody was home. We provide that dated no-access report after every attempt at no charge, and we will try evenings and Saturdays because that is when people are in. What you must not do is force entry, and you must not simply stop trying — the duty continues until the check is done.

Can I serve a Section 21 notice without a gas safety certificate?

This is where a missed certificate becomes genuinely expensive rather than merely non-compliant. A Section 21 notice can be invalidated where the gas safety record was not given to the tenant, and a failure to serve it before the tenant moved in has in some cases been treated as incurable, meaning that tenancy can never be ended by that route. Deposit disputes go the same way. The fix is procedural and simple: serve the record before a new tenant takes occupation, give existing tenants a copy within 28 days of each check, and keep proof of both. We email the record straight to the tenant on request precisely so there is a timestamp on it.

How long does a gas safety certificate last?

Twelve months from the date of the inspection. There is a useful rule most landlords do not know about: you can have the check done up to two months before the expiry date without losing the time you have already paid for. The new certificate runs from the old expiry date rather than from the day of the inspection, so renewing early does not shorten your cycle. That is what makes it possible to batch a portfolio into one visit rather than chasing twelve separate dates across the year.

Do homeowners need a gas safety certificate?

No. The legal duty falls on landlords, not owner-occupiers, so if you live in your own house nobody can require you to have one. Two situations make it worth having anyway. Selling is the first: you do not legally need a certificate to sell a house, but your buyer’s solicitor will very likely ask what evidence there is that the boiler and any gas fire are safe and were legally installed, and a current record plus the Building Regulations certificate answers that in one go. The second is a gas fire or back boiler you rarely use, where an annual check is the difference between a working flue and a carbon monoxide problem you cannot smell. Owner-occupiers pay the same £75.

I have lost my gas safety certificate. How do I get a copy?

If we carried out the check, ring us and we will email a duplicate the same day — we keep every record we issue. If another engineer did it, ask them first, because the regulations require them to hold a copy for at least two years. There is no central database of certificates you can look yourself up in, so where a copy genuinely cannot be recovered the answer is a fresh inspection: nobody can lawfully reissue a record for a check they did not perform.

What are the penalties for not having one?

The Gas Safety (Installation and Use) Regulations 1998 are enforced by the Health and Safety Executive and carry a fine of up to £6,000 per item of non-compliance, which is per appliance rather than per property. In the Crown Court the fine is unlimited, and prosecutions leading to imprisonment have followed serious cases. Beyond the fine, an uncertificated property will usually void your landlord insurance and undermines your ability to end the tenancy through Section 21. Very few landlords set out to skip a check; almost every lapse we are called about was a diary failure.

Can any plumber do a gas safety check?

No. It must be a Gas Safe registered engineer, and their registration card must carry the specific appliance categories for what is being tested — a domestic boiler, a cooker and an LPG installation are all separate qualifications. A plumber without gas registration cannot legally work on gas at all. Ask to see the card, check the back of it for the categories, and check the registration number is genuine. Ours is 919881.

Do I need one for an HMO, and does the council want to see it?

Yes. In a house in multiple occupation the duty covers the shared appliances as well as those in individual rooms, because an individual let room or bedsit is a tenancy in its own right. Bromley Council will ask to see a current gas safety record as part of an HMO licence application or renewal, alongside the electrical installation condition report and the fire alarm certification. We can schedule a whole HMO in a single visit rather than making the manager coordinate several.

Is a gas safety check the same as a boiler service?

Different jobs, and the single most common misunderstanding we hear. A safety check confirms the appliance is safe to use right now — combustion, flue, ventilation, safety devices. A service is maintenance: stripping and cleaning the burner, heat exchanger and condensate trap, checking the expansion vessel charge, and recording it in the Benchmark logbook so the manufacturer warranty stays valid. A boiler can pass a safety check and still be filthy and about to fail. Booking both together is £140.
